Justine Matthews

Special Counsel
Justine is Special Counsel at Hall Payne Lawyers, bringing over 20 years of legal expertise to the firm. Specialising in Health Law, she is dedicated to supporting health practitioners facing complaints, investigations, disciplinary actions or navigating the registration process with Ahpra.

Justine is a highly experienced health-law practitioner with more than twenty years’ experience supporting health professionals through complex regulatory challenges. She is known for her calm, compassionate approach and her ability to guide clients through some of the most stressful moments of their careers.

Justine has acted for practitioners before major health regulators and authorities, including Ahpra, the OHO, the HCCC, State and Territory Tribunals, the Aged Care Quality and Safety Commission, and the Office of the Australian Information Commissioner.

Her practice covers a broad range of health-law matters, including:

  • Managing notifications, investigations, and performance or conduct concerns
  • Supporting clients through health and performance assessments
  • Responding to immediate action proposals
  • Resolving Ahpra registration issues, including assisting overseas trained medical practitioners with registration matters
  • Assisting health practitioners to vary conditions on their registration
  • Assisting medical practitioners to resolve College accreditation issues
  • Representing medical practitioners seeking review, reconsideration or appeal of College decisions
  • Managing scope-of-practice and credentialing disputes
  • Representing practitioners in Medicare and Professional Services Review inquiries
  • Defending discrimination allegations
  • Appearing for and assisting practitioners in coronial matters and inquests
  • Preparing submissions to the Aged Care Quality and Safety Commission
  • Advising on data and privacy breaches
  • Representing practitioners in matters reported to the Office of the Australian Information Commissioner

Alongside her regulatory work, Justine has delivered training and published guidance to help the medical profession understand its obligations and minimise risk.

Justine’s extensive career includes senior roles in both private practice and corporate settings and has been recognised for her legal excellence, including listings in Australia’s Best Lawyers and Doyle’s Guide.
